To describe an intention in the past:
I was going to suggest dinner together ... another time perhaps.

Oh! I've forgotten what I was going to say.

For a change of plan:
I was going to go there last summer, but I couldn't get away.
I was going to give her a Porsche but it turned out to be too expensive.
